Learning management system implementation: a case study in the Kyrgyz Republic

In this paper, the determinants of the intention to use online learning management system (LMS) among students in one of universities in the Kyrgyz Republic were studied, using quantitative and qualitative analysis. A total of 541 responses from students, enrolled in online courses during the fall and spring semesters 2016–2017, were used to examine students attitude toward online education. In addition, interviews with six instructors were conducted. Results showed that success of students in e-courses depend on year of education and the academic major of students. In this work we implement 4 integer factorization algorithms using GMP library on c++ and compare the running time of these algorithms. Algorithms were used to factor numbers of different sizes, as well as for number with different distance between factors. Our results showed that for numbers up to 296 bits the Pollard rho algorithm is the fastest one, while Fermat algorithm is fast when distances between factors are small. The quality of higher education in Kyrgyzstan through the eyes of students

In this study, the perceived quality of higher education in the Kyrgyz Republic was analysed from the students' perspective. The factors affecting the university choice as well as factors defining the perceived quality of education were investigated using a quantitative approach. The results of the study revealed that students perceive the quality of higher education in the country as rather satisfactory. The difference was observed among responses collected from different universities. Cybercrime is the offense related to the ethical and legal violation of the computer and IT system, a threat to the security of information systems, and abuse of the Internet platform. It is committed through the Internet or computer systems. Its direct and indirect results disrupt the flow of technological infrastructure. Gaining the knowledge or skills related to the types and content of the cybercrimes is an essential prerequisite in the digital era. Thus, it is very significant to raise the awareness of the younger generation, who will shape the future of societies. In accordance with this, our study aims to identify the cybercr . . .ime awareness of undergraduate and postgraduate students in one of the higher education institutions of Kazakhstan. Totally 133 student participants attended the survey which included questions about the awareness of cybercrime concept and its scope. The findings of the study have revealed that cybercrime awareness of the participants is in moderate-level. Their knowledge and skills need to be improved further. How Do Computer Engineering Students Construe Usability and Accessibility? A Comparative Study between Turkey and Kyrgyzstan

This survey study evaluated the level of education, awareness and knowledge of prospective software developers in the areas of usability and accessibility by comparing the results obtained from computer engineering students from Kyrgyzstan and Turkey. There were a total of 311 student participants who were attending a computer engineering program in eight universities, four in Kyrgyzstan and four in Turkey. Effect of human development level of countries on the web accessibility and quality in use of their municipality websites

This study aimed to explore the relationship between human development index (HDI) of countries and level of web accessibility and quality in use of their municipality websites. A list of 146 countries was obtained from the 2016 Global Human Development Report of the United Nations. Of these countries, 49 had a very high HDI, 42 had a high HDI, 33 had a medium HDI, and 22 had a low HDI. For the analysis of web accessibility and quality in use, the official municipality websites of capital cities of each country were found. These websites were tested using automated evaluation tools. The results showed that the global rank of municip . . .ality websites, their rank within the country of location, and percentage of incoming traffic within the country of location varied depending on their HDI. Furthermore, the number of websites that passed all WCAG 2.0 success criteria was very low. Today, technology is growing fast and person can’t imagine life without technology and social networking sites like Facebook. As statistics show, people almost all over the world use Facebook in every day (Newswire, 2014), (Madge et al, 2009). In this paper, we study the intention for SNSs usage and the attitude of students toward SNS based instruction in one of the universities in the Kyrgyz Republic (KR) Computerization in KR started relatively later than in the rest of the world (Aitymov, 2005; Google, Hyperakt, Vizzuality, 2011), there is still low internet penetration rate in some distant regions, consequently, the perception o . . .f SNS is slightly dissimilar in KR. The dependence of frequency of SNS use on gender and academic major of students, as well as relation between frequency of use and willingness to use SNS for educational purpose was examined. Web site accessibility and quality in use: a comparative study of government Web sites in Kyrgyzstan, Azerbaijan, Kazakhstan and Turkey

Government Web sites aim to provide information to the citizens of the country; therefore, they should be accessible, easy to use and visible via search engines. Based on this assumption, in this paper, the ministry Web sites of four countries namely the Kyrgyz Republic, the Republic of Azerbaijan, the Republic of Kazakhstan and the Republic of Turkey were analyzed in terms of accessibility and quality in use. With the development of information and communication technologies, the workflow of many processes has also changed. A scientific publication processes are also facing these changes. Publishing scientific articles is an expensive and time-consuming process that requires significant prior investment and technical expertise. On the other hand, the information systems are subject to updates, and without changes, they can become incompatible with new technologies after some period. The same tests were conducted after an update. Results of the tests showed that mostly the feature updates affected users’ perception, while improvements of performance higher compliance with accessibility standards had less effect. When learning languages, writing an essay is one of the main methods for assessing students’ knowledge. However, with the development of ICT, language learning is also being transferred to online platforms. In this work we have evaluated the running time of four integer factorization algorithms, namely, trial division algorithm, Fermat algorithm, Pollard rho and Brent algorithms. Implementation of these algorithms was performed in three ways on c programming language, on c programming language, using GMP 6.0.0 library and on CUDA architecture to run on GPU. Results showed that Fermat algorithm and trivial division algorithm had the fastest running time in parallel implementation on CUDA architecture. The difference of running times between CUDA implementation and GMP implementation was up to 10 times. The difference between c and c imp . . .lementation was mainly due to difference in these programming languages = В данной работе была проведена оценка времени работы четырех алгоритмов целочисленной факторизации, а именно тривиального алгоритма факторизации, алгоритма Ферма, алгоритмов Полларда Ро и Брента. Реализация этих алгоритмов была выполнена тремя способами: на языке программирования c, на языке программирования c ++, используя библиотеку GMP 6.0.0 и на архитектуре CUDA для работы на ГПУ.
